First: Responsibilities of the Director General of Organization and Administration
The General Administration for Organization and Administration manages the university’s human resource needs, whether by transfer, assignment or contracting.
Studying the organizational structure of the university, giving a technical opinion about the projects of establishing, amending or canceling new units, preparing studies and submitting proposals that lead to the proper functioning of the organizational work.
Preparing and publishing the administrative work guide.
Preparing studies related to simplifying procedures, measuring performance rates, and counting the job courses.
Supervising all procedures for arranging and describing jobs, organizational and functional structures, and arranging and balancing jobs.
Plan Manpower planning and operational needs for the various university units.
Participation in the preparation of financial and administrative regulations.
Preparing an administrative training plan for staff training, determining capabilities, accreditations and programs, and taking action to implement them.
Supervising the affiliated organizational divisions with a view to ensuring the safety of work and procedures.
Second: Functions of the administration and Methods of Work:
Studying the planning organization of administrative units, preparing studies, and submitting proposals for the creation of new organizational structures or divisions.
Conducting studies related to simplifying procedures, forms, records, and planning workplaces to achieve a higher level of performance.
Preparing and publishing the university’s administrative work guide and taking the procedures for its publication.
Maintaining all organizational documents of decisions and instructions established and regulating the units at the university.

Third: Functions of the Department of Job Arrangement and Manpower Planning:
Preparing the job arrangement system on the basis of their duties, responsibilities and the qualifications necessary to fill them, taking into account the instructions issued by the central administration to arrange jobs in the Central Agency for Organization and Administration in this regard.
Supervising the procedures of implementing the job arrangement system at the university and its branches.
Follow-up the preparation and evaluation of jobs in the units of the university, its faculties, its branches, and university hospitals.
Make records to balance jobs and match them with personnel affairs and the budget.
Participate in preparing the first chapter budget project.
Preparing recommendations regarding the development of the organization and rules for allowances and rewards.
Count and register the employees of the entity, keep their data, and provide the Central Agency for Organization and Administration with the overall position in this regard.
Counting the number, type and level of employees in the entity and determining the university’s needs of workers from various professions and categories in partnership with the university’s personnel affairs.
Conducting a study of performance rates, counting job courses, and studying the labor needs in accordance with these courses.

Determine and classifying the training needs of all employees in the entity, determining the training capabilities therein, and developing a training plan.
Study and analyze employee efficiency reports to identify their training needs in cooperation with personnel affairs.
Contac with various training bodies internally and externally, exchanging experiences, research, statistics and studies.
Notify about the training programs and spread the training awareness among employees through training programs, seminars and bulletins.
Develop a plan for distributing training incentives, taking into account equal opportunities and justice among employees.
Measure the return of training and its link to the career path
Implement the approved training program plan and follow-up evaluation and development of training programs.
Prepare reports about the implementation of the training plan and the financial appropriations disbursed from the budget.

It is clear that the administration plays an effective role of the administration in the university and its administrative structure, as it is the department entrusted with updating the university’s organizational structures, raising its evaluation and activating it, and training workers according to standards Modern training in order to maximize the use of human resources at the university and raise the efficiency of administrative staff, as it creates new jobs and departments according to the work need.

The General Administration of Organization and Administration is considered one of the main pillars of the university, as it is responsible for many basic tasks such as distributing workers to various entities, units and departments of the university, working performance rates, determining the deficit and increasing and predicting the future needs of the university authorities, as well as job placement for each of them according to the job titles mentioned in the jobs table The university in accordance with the needs, and also taking the procedures for transferring them from one side to another within the university. The great role played by the administration is very effective in creating new jobs and re-evaluating or raising the level of some departments and colleges according to the volume of work in them, which in turn leads to the promotion of workers to senior jobs
